In a pre-war building, what is under the floor matters more than the floor. Original wood plank subfloor cannot take flood extraction. Original terrazzo must never be acid-crystallised. And 1950s and 60s vinyl tile may be vinyl-asbestos, in which case it must never be dry-sanded or aggressively stripped, and New York City asbestos control rules apply.

Garment District Freight Reality
Pre-war loft buildings on the 35th to 39th Street blocks typically have freight-elevator-only access with limited hours — often something like 8am to 4pm — and a required operator. That means night carpet work needs a paid overtime freight operator, which is a real line item and a real scheduling constraint. There are frequently no floor drains and limited water access on tenant floors, which affects which methods are practical at all.

Encapsulation quarterly, hot water extraction once a year on a weekend, VCT scrub and recoat quarterly with a strip and refinish annually, and burnishing on a weekly to monthly cycle by traffic.
