The distinction matters because the two are priced, staffed and supervised differently. A tenant cleaning contract is one crew, one suite, one point of contact. A janitorial programme covers a whole property, usually with a day porter presence on top of a night crew, and it has to survive tenant turnover, seasonal weather, event load and a managing agent who needs an answer at 7am.
What a Building Programme Covers
Common areas set the perception of the whole property. A prospective tenant touring the building forms their opinion in the lobby and the elevator, not on the floor they might lease. So the lobby glass, the entry matting, the elevator cab interiors and the common restrooms get disproportionate attention and a higher inspection weighting than square footage alone would suggest.
Winter Is the Whole Game in New York
Between November and March, sidewalk salt and grit come into your lobby on every pair of shoes. A building that does not step up matting, increase entry-area frequency and run neutral-pH floor care through the winter will finish March with a lobby floor that needs restoration rather than maintenance. Do you provide a day porter as well as a night crew?

Do you haul the waste away?
No, and you should be cautious of any cleaning company that says it does without holding the licence. We stage waste to your compactor or loading dock, source-separated and labelled; your BIC-licensed carter collects it. Ask any prospective vendor which of the two they actually do.
Can you take over an existing building programme mid-year?
Yes, and the transition matters more than the price.
