Does the Cleaning Company Bring Its Own Supplies, or Does the Building?
The cleaning contractor supplies the equipment and the chemicals. Consumables are a separate negotiation. And in most Manhattan Class A buildings the landlord's contractor already cleans your suite and stocks the restrooms as part of base rent, which is why the answer differs so sharply by building class. Class B and C leases generally exclude it.

Liners Are the Most Disputed Line
They are cheap, they are consumed constantly, and nobody writes them down. Specify size, gauge and count in the agreement, and state who buys. It sounds trivial. It generates more invoice queries than anything else in this industry.
Check Your Lease Before You Buy Anything
In a multi-tenant Manhattan building, the common-area restrooms on your floor are very often cleaned and stocked by the building's own contractor and billed through the operating expenses you already pay.
