Do You Need a Permit for After-Hours Office Cleaning in NYC?

No. Routine after-hours office cleaning does not require a New York City permit. What it requires is building-level vendor authorisation: a Certificate of Insurance on file, vendor registration with the managing agent, a named worker roster and badge credentials. The DOB After Hours Variance people confuse this with is a construction permit.

What the After Hours Variance Actually Covers

A DOB After Hours Variance applies to permitted construction activity outside normal hours. Normal permitted construction hours are 7:00am to 6:00pm, Monday to Friday. An AHV is filed through DOB NOW: Build or BIS eFiling with an NYC.ID, at least three business days before the first work day, and a single permit covers up to fourteen consecutive days.

So it matters if you are doing post-construction cleanup running alongside active permitted construction outside those hours. It does not apply to nightly office cleaning at all.

What Actually Gates Access, in Order

  1. Certificate of Insurance with correct limits, correct additional-insured entities named exactly as the building requires, and endorsements attached. The COI checklist.
  2. Vendor registration with the managing agent, often through a portal such as Angus, BuildingLink or a Yardi-based system.
  3. Named worker roster — buildings want the names of the individuals entering, not a company name, and updates in advance of any change.
  4. Badge issuance. Usually the step that runs longest.

Realistic timeline in a Class B or C building: two to five business days. In a Class A tower with a formal security review, longer.

Most Manhattan tenant handbooks contain some version of: property staff will not admit your contractor into your space; please make arrangements to meet the vendor or provide them with keys.

This is the single most common cause of a missed clean that was not a missed clean. The crew arrived and could not get in. Before you conclude your vendor skipped a night, ask the building for the badge log — it will show objectively whether anyone entered.

Freight Elevators and the Charges Nobody Quotes

Many buildings restrict freight elevator access to specific windows and require an operator after hours, billed at rates handbooks describe as “prevailing” without publishing a number. Ask your managing agent for the figure in writing before signing a cleaning contract that assumes late-night freight access, and ask your vendor whether it sits inside their price or is passed through to you.

One more operational reality: HVAC in most commercial buildings runs business hours only, so night crews work in unconditioned space. In summer that affects how long floor finish takes to dry — worth knowing when you schedule floor work.
